Message answers to your questions:
1) Buy new OEM head bolts. You cannot re-use your original head bolts since the bolts stretch. Thee OEM bolts are sufficient enough unless you are going for some big HP numbers. Although the ARP bolts are nice since you can re-use them, how many times do you plan on having the cylinder heads off?

2) Rebuilding the heads is not a DIY for everyone. I recommend letting the more experienced individuals deal with that. Getting a cylinder head rebuild at a shop should not be that expensive. I paid $120 per cylinder head. I had the shop install the Viton valve seals instead of the OEM seals.

If you really want to rebuild your engine, just install new rings and bearings and be done with it. You can get the bearing grades off the block/crankshaft and combined with new rings you will have a fresh new engine to go with. Just get the block honed and you should be good to go.

Whatever path you decide to go, make sure you set some goals and stick with them. If you start the project and keep adding/changing your goals you might end up never getting the car back together.
